If you have a Turkish passport and have a temporary residence permit in Montenegro, this does not allow you to travel to another European Union or Schengen country. The visa rules of the relevant countries are the same. However, people who have established a company in Montenegro and paid all their expenses regularly or who have a work and residence permit for a while can easily apply for a Schengen visa. The most important factors are that your salary is paid regularly, a certain financial resource, your taxes have been paid, and you have a regular address in Montenegro.
